In the UK, the process of filing a standard customs or entry summary declaration required the provision of basic information, including product specifications, quantity, value, and applicable commodity codes and origin. This information has traditionally been sufficient for cross-border trade. However, this practice is evolving. For example, the government recently reviewed the GB Safety and Security Declaration and decided to reduce the data requirements. They have streamlined the process by making some fields optional or conditional, requiring them only when certain goods or other criteria are involved. This shift reflects a growing trend to streamline data requirements for trusted traders, allowing them to provide less data based on the trust established through their processes and technology.
At the same time, there is a growing demand for more detailed data, driven by new compliance regulations. Key examples include:
- EU Deforestation Regulation (EUDR)
- Carbon Border Adjustment Mechanism (CBAM)
- Food, Agriculture and Raw Materials Regulations
This creates a growing imbalance. On the one hand, customs declarations are simplified for trusted traders. On the other hand, broader regulations are driving the need for deeper and more accurate data collection. Companies are under pressure to adapt their compliance and supply chain practices to meet these new requirements. Compliance now requires a cross-functional approach involving customs, legal and sustainability teams. Some companies are even creating new roles to manage these new requirements. Technology plays a key role - solutions such as blockchain, digital product passports, AI, drones and even biotechnology are being explored.
