This course deals with the customs transit procedure (external/ internal Union transit, TIR Carnet, common transit, ATA convention, post, etc.). It provides knowledge of the steps and tasks associated to successfully move goods under the transit procedure through the Union and other countries, which are contracting parties to the Convention on a common transit procedure and/or TIR Convention.

The course is one of the modules of the extensive Customs clearance and trade compliance in the EU training (see the brochure).

  5. Simplifications
  6. Discharge
  7. TIR procedure

There is also an optional video provided 'Holders of customs procedures and their costly mistakes'. 

Please do the readings provided in resources before taking the quiz. In addition, read articles of interest on the platform during the entire learning period (after purchasing the course, you will get access to the articles).

Upon successful completion of the quiz questions (more than 60% of the questions must be answered correctly), you will receive a certificate of completion.

Outcome

After taking this course, the learner shall:

  • Demonstrate knowledge and understanding of the steps and tasks associated to successfully move goods under the transit procedure through the Union;
  • Understand the division of the roles and responsibilities related to moving goods using the transit procedure;
  • Understand the risk of non-discharge of the procedure and the importance of the alternative proof of termination of a transit procedure;
  • Know the simplifications (comprehensive guarantee, guarantee waiver, authorised consignor/ condignee) and what is required to apply for the relevant authorisation.

Time 

Please plan to dedicate around 4 hours to complete this course.

In the case the customs office of destination doesn’t notify the customs office of departure about the arrival of goods, the only acceptable proof for the proper ending of the transit procedure is the alternative proof.

The article analyses EU policies on the extension of Common Transit and the New Computerized Transit System (NCTS) to associated countries given the case of Ukraine. The decision on accepting Ukraine to join the Convention on Common Transit may be expected in 2022. Otherwise, considering the EU plans to complete the transition to the NCTS Phase 6 in the second quarter of 2025, the accession may be delayed until the end of 2025.
