The UK Border Target Operating Model (BTOM) sets out country’s plans for implementing full border controls following its exit from the EU on 31 December 2020. It represents a comprehensive review of the way in which Customs controls and systems work. The development of BTOM took longer than originally expected, but was finally published in August 2023. The implementation timelines extend for several years, but the tangible commencement is January 31st 2024. In the course of 2024, most of the easements and “workarounds” used since 2021 will disappear. In the EU, full Customs requirements were applied on 1/1/2021, so importers from the UK will not notice any major change. For exporters to the UK, however, there will be major new challenges. Already, UK commentary suggests that there will be difficulty for UK importers, especially of fresh food.
